The Outsourcing Playbook highlights the different approaches and new behaviors believed to be required for government outsourcing. In addition, it presents recommendations designed to improve government decision-making and the quality of contracts concluded with the providers of these external services. The Playbook is supported by 11 new policies that all central departments are expected to follow. By following the guidelines, rules and principles associated with these new policies, the objectives that are sought are: (1) Getting more projects right from the start; (2) The development of robust procurement strategies; (3) Engagement with healthy markets; (4) Contracting with suppliers that want to work with government; and (5) Preparation for rare occasions when outsourcing goes wrong.
